No person shall, on the basis of race, color, religion, sex, sexual preference, are, national or ethnic origin, political beliefs. Marital status, handicapping condition if otherwise qualified, social and family background, or on the basis of the use of any language other than English by Limited English Proficiency (LEP) students, be excluded form participation in, be denied the benefits of, or be subjected to discrimination under an education program or activity, or in any employment condition or practices conducted by the Organization, except as provided by law.
